I believe excused absences should be for all courses if it is a structured course (e.g., NOT a study space that you can join whenever) because learner attendance is crucial and for me personally, I can't go pestering my learners and ask them if they were at the Doctor's Office or something because then that would be fine, and now have to use an external tracking system which is super annoying.
